PROFESSIONAL EXPERIENCE:
Fifteen years structural and building technology engineering
design, value engineering analysis and construction management
experience with: Chevron Oil Company, Boise Cascade Building Company,
I.H.O.P. Corporation and Public Storage, Inc. prior to forming
consulting engineering firm. Work included project management
of the evaluation and design of buildings and other structures,
contracting and management of construction, evaluation of construction
defects and damage from natural and man-induced disasters, negotiation
and resolution of resulting litigation.
Principal consulting engineer of structural and building
technology design, evaluation and construction management firm
for over twenty years. Responsible for structural design and construction
management of industrial, commercial, residential, school and
hospital buildings. Commercial buildings include offices, laboratories,
restaurants, stores and parking structures. Residential buildings
include multi- and single-family buildings of all materials, including
hillside and poor soil conditions. Industrial projects have included
foundations and supports for large vibrating equipment and piping;
blast resistant shelters, wharf rail and truck loading facilities;
solid and liquid storage vessels, tanks, reservoirs and silos;
buildings and towers, bridges and water treatment facilities.
Industrial buildings include steel, concrete and masonry construction
with mezzanines, equipment supports and crane rails.
Special expertise has been developed in the evaluation,
structural design of repairs and seismic retrofit of historic
and other existing buildings, their envelopes and nonstructural
elements using the Uniform and International Building Codes and
special provisions for California schools and hospitals (DSA &
OSHPD) and historic buildings, as well as NEHRP Provisions for
new buildings and seismic rehabilitation. In addition to full
time evaluation and design responsibilities, Mr. Hess has been
a member and chair of the SEAOC Existing Buildings Committee,
a member of the non-structural element committee that developed
Chapter 11 of the ATC-33/FEMA-273/FEMA-356, and chair of the non-structural
committee for ASCE/SEI 31-03 (FEMA-178/310) (structural evaluation
and remediation of existing buildings).
Environmental and structural evaluation, constructability
and remediation reports have been written for the rehabilitation
of hazardous buildings, major equipment supports and toxic waste
cleanup. Construction management reports involving review and
approval of geotechnical investigations; material tests; fabrication
and construction of structures.
